AI-Generated Content Reshapes Political Advertising Landscape, Igniting Debate

The rapid integration of artificial intelligence into campaign messaging is prompting scrutiny over its potential to mislead voters and redefine ethical boundaries in elections nationwide.

The landscape of political advertising is undergoing a significant transformation with the emergence of artificial intelligence (AI)-generated content in campaign materials. Since November, at least 15 campaign ads featuring AI have surfaced across various elections, raising concerns among observers about the technology's potential to sow confusion or actively misinform voters in advance of the 2026 midterm elections. From local school board contests to high-profile gubernatorial races, AI is being deployed in diverse ways, including enhancing speech, transforming politicians into caricatures, and, in a particularly contentious instance in Massachusetts, mimicking a rival candidate's voice.

Controversial Applications and Disclosure Debates

The use of AI in political campaigns has quickly drawn scrutiny, particularly regarding transparency and intent. In Massachusetts, during the Republican primary for governor, candidate Brian Shortsleeve's campaign released an AI-generated radio advertisement that mimicked the voice of Democratic Governor Maura Healey. The ad attributed statements about the state's economy to Healey that she had not made. Notably, the clip lacked an explicit AI disclaimer, instead featuring a caption that asserted it represented what Healey's radio ads would sound like "if she was honest." Shortsleeve's campaign also distributed AI-generated videos depicting Governor Healey as the Grinch and another showing her hissing with red eyes, neither of which carried explicit AI disclaimers.

Patrick Nelson, Shortsleeve’s communications director, defended the campaign's use of AI as a "creative, humorous, and fun" method to educate voters. Nelson stated that the campaign's policy is to disclose AI usage only when it depicts a person in a manner "not obvious to a reasonable viewer." In response, Healey’s campaign directed inquiries to a statement from the Massachusetts Democratic Party. MassDems Chair Steve Kerrigan criticized Shortsleeve, stating, "He should stop lying to voters and tell them the truth — he will be a rubber stamp on President Trump’s harmful agenda."

Similar incidents have occurred at the national level. The National Republican Senatorial Committee (NRSC) recently released an AI-generated video portraying James Talarico, the Democratic nominee for Senate in Texas, reading real tweets concerning race and transgender rights. JT Ennis, a spokesperson for Talarico, responded by suggesting that Republican primary candidates were "scared" of the Democrat. Talarico’s campaign declined to comment on the matter to NBC News. At the local level, former New York Governor Andrew Cuomo's recent mayoral campaign in New York City utilized AI in several advertisements, including one that depicted criminals in support of now-Mayor Zohran Mamdani. In Texas, Representative Jasmine Crockett's Senate campaign drew significant attention and scrutiny for its use of AI, even as her likeness also appeared in Republican AI advertisements.

Ethical Quandaries and Financial Incentives

These instances highlight that AI is not a future prospect for political campaigns but a present reality, prompting urgent questions about legal and ethical boundaries. Mark Jablonowski, CEO of DSPolitical, a progressive advertising firm, voiced concerns about deceptive practices. "Anytime generative AI is used to create messaging or imagery that is misleading, I hope we can all agree that’s a negative thing," Jablonowski stated. "When you’re trying to be deceitful or have something that never existed, that’s a big issue."

The technological capabilities of AI video generators have advanced rapidly, evolving from producing crude and often bizarre clips to creating ultrarealistic media that demands meticulous inspection to identify its synthetic origins. This technological progress converges with financial considerations, as producing political advertisements can be costly, ranging from approximately $1,000 to significantly higher amounts, depending on factors such as production, casting, post-production, and distribution. For campaigns with limited resources, as well as larger ones seeking efficiencies, AI-generated imagery presents a compelling cost-saving solution.

Todd Belt, a professor at George Washington University and director of its political management program, noted the appeal of AI for campaigns. "It’s not the overall size of the campaign itself. It’s, are they hiring an ad agency that is running on thin margins and needs to do this, or needs to turn it around in a certain amount of time, very quickly?" he questioned. However, this efficiency inherently carries the risk of misleading voters, underscoring the ongoing tension between technological advancement and democratic integrity.
