Dallas County GOP Reverses Course on Voting Rules Following Primary Chaos

After widespread voter confusion and disruptions during the March primary, the Dallas County Republican Party will revert to a countywide voting system for the upcoming May 26 runoff elections.

Runoff Elections See Return to Countywide Voting

The Republican Party in Dallas County has announced a decision to switch back to a countywide voting system for the state’s May 26 runoff elections. This reversal comes in response to significant voter disruptions experienced during the earlier March primary, which implemented a precinct-based system. The previous system led to widespread confusion among voters regarding their designated polling locations.

Allen West, Chair of the Dallas County Republican Party, explained the rationale behind the shift in a statement released Tuesday. He emphasized the importance of recognizing success while avoiding unnecessary risks. "I have made the decision that seeking to do precinct based operations for the runoff Election Day exposes the DCRP to increased risk and voter confusion," West stated. He further noted that the timing of municipal elections and early voting for the runoff, all operating under a countywide system, made a sudden shift back to precinct-based voting on runoff election day highly disruptive.

Despite this immediate change, West did not dismiss the possibility of returning to a precinct-based system in the future. He indicated that the county party had "successfully executed a non joint precinct based primary operation on March 3" and expressed confidence that lessons learned could "improve upon the process and procedures for March 2028."

Primary Day Turmoil and its Origins

Historically, political parties in Texas oversee primary voting, often collaborating to administer elections jointly. Typically, they outsource operations to county election officials who facilitate countywide voting centers, allowing voters the convenience of casting ballots at any location within the county. However, Republicans in Dallas County, the second most populous county in Texas, opted to run their March primary separately at the precinct level. This decision compelled the Dallas County Democratic Party to adopt the same precinct-based approach.

The shift created considerable disorder on March 3. Thousands of voters reported confusion over where to cast their ballots. Many individuals were turned away from polling places, while others were forced to cast provisional ballots due to the new system. In an effort to mitigate the disruptions, a Dallas County judge ordered Democratic polling sites to remain open for an additional two hours. However, the Texas Supreme Court swiftly blocked that ruling shortly after.

Political Backlash and Underlying Motivations

The Dallas County Republican Party's announcement drew sharp criticism from state Democrats. Texas Democratic Party Chairman Kendall Scudder asserted that Republicans were "scrambling to undo the damage they created" after "causing chaos on Election Day." Scudder highlighted previous warnings from Democrats, stating, "For months, Democrats warned that forcing a return to a precinct-only system during Election Day would confuse voters, create long lines, and turn people away from the polls, and that’s exactly what happened." He characterized the situation as "a completely avoidable failure that wasted taxpayer dollars and undermined voter confidence."

While Dallas County makes changes, the Williamson County Republican Party, which also utilized precinct-level voting for the March 3 primary, has not yet indicated whether it will alter its plans for the May runoff.

The initial motivation behind the Dallas County Republicans' decision to implement precinct-level voting was rooted in a desire to count primary ballots by hand. This ambition stemmed from skepticism about the accuracy of voting machines, a sentiment often linked to various conspiracy theories. Election experts commonly caution that manual ballot counting can introduce errors and significantly delay election results. Although the Dallas County GOP ultimately abandoned its hand-counting plans due to the prohibitively high costs, the precinct-level voting system nevertheless went into effect, leading to the reported disruptions. The upcoming May 26 runoff will feature several critical contests, including a high-profile primary runoff for Senate between GOP Sen. John Cornyn and Texas Attorney General Ken Paxton, alongside several House primaries.
