Orbán Escalates Standoff, Threatens Further Action Against Ukraine Amid Deepening Oil Feud

Hungarian Prime Minister Viktor Orbán has intensified his government's dispute with Ukraine, threatening additional measures to force the resumption of Russian oil deliveries and leveraging Hungary's position within the European Union.

Escalating Tensions Over Oil Supply

Hungarian Prime Minister Viktor Orbán declared on Friday his government possesses "a lot of cards" to play against Ukraine, aiming to compel the resumption of Russian oil deliveries to Hungary and Slovakia. Shipments through the Druzhba pipeline, which traverses Ukrainian territory, have remained stalled since January, sparking a bitter feud between the two nations.

Speaking to media in Brussels, a day after blocking a 90-billion euro ($104-billion) European Union loan to Ukraine, Orbán affirmed that his government's options extended beyond hindering financial aid vital for Kyiv's armed forces and economy. Ukraine attributed the interruption of oil shipments to damage inflicted upon pipeline infrastructure by a Russian drone strike. Conversely, Hungary's government has accused Ukraine of deliberately orchestrating an "oil blockade" to impede Russian crude supplies. In response, Budapest has pledged to obstruct all EU measures designed to assist Kyiv until oil deliveries recommence. Hungary and Slovakia stand as the sole EU member states that continue to import Russian oil, with both nations maintaining cordial relations with the Kremlin.

Hungary's "Cards" and EU Blockades

Prime Minister Orbán outlined specific areas of leverage his government could exploit. "Forty percent of Ukraine’s electricity supply goes through Hungary, we haven’t touched that yet," he stated. He also vowed to block any new EU sanctions against Russia, which require unanimous consent from member states. Furthermore, Orbán threatened to veto the EU’s forthcoming seven-year budget if it includes financial aid for Ukraine. He issued a clear warning, asserting, "We have a lot of cards in our hands, so I don’t think it’s worth picking a fight with Hungary."

In an effort to de-escalate the situation and persuade Orbán to lift his blockade on the loan, EU officials extended an offer of technical support and funding to Ukraine for the repair of the damaged pipeline. Kyiv accepted this proposition. Despite this, Orbán's government has maintained a firm stance, underscoring the deep divisions within the bloc regarding support for Ukraine and relations with Russia.

Domestic Politics and International Fallout

Orbán's actions have drawn sharp criticism from fellow EU leaders. On Thursday, they accused the Hungarian Prime Minister of holding up critical aid and undermining EU decision-making, alleging that his strategy served an agenda aimed at securing victory in an upcoming domestic election. Orbán faces what many expect to be the tightest election of his career on April 12.

In the lead-up to this election, Orbán has increasingly relied on a broad anti-Ukraine campaign. He consistently portrays Ukrainian President Volodymyr Zelenskyy as an existential threat to Hungary. Orbán has publicly alleged that both Zelenskyy and European Commission President Ursula von der Leyen seek to draw Hungary into Russia’s ongoing war, now in its fifth year. The Prime Minister has positioned his own reelection as the sole guarantee of peace and security for Hungary, framing the dispute with Ukraine as a critical issue for national sovereignty and stability.
