U.S. Reverses Course, Eases Venezuela Oil Sanctions Amid Global Energy Crisis

The Trump administration has authorized U.S. companies to resume direct trade with Venezuela’s state-owned oil company, marking a significant policy shift aimed at bolstering global oil supplies amidst a protracted conflict with Iran and soaring energy prices.

A Pivotal Shift in Sanctions Policy

In a notable departure from years of strict economic pressure, the U.S. Treasury Department on Wednesday eased sanctions on Petróleos de Venezuela S.A. (PDVSA), Venezuela's state-owned oil and gas company. The broad authorization allows PDVSA to directly sell Venezuelan oil to U.S. companies and on global markets, representing a substantial policy pivot by Washington, which had largely blocked dealings with Venezuela's government and its critical oil sector for an extended period.

Concurrently, the White House announced a 60-day waiver of the Jones Act requirements. This 1920s law mandates that goods shipped between U.S. ports must be transported on U.S.-flagged vessels, a provision often cited for contributing to higher domestic gas prices. The temporary waiver signals a multifaceted approach to address immediate energy concerns.

Global Energy Pressures and Geopolitical Dynamics

These actions underscore the increasing pressure on the Republican administration to mitigate soaring global oil prices. The United States, in conjunction with Israel, is engaged in a war with Iran, a conflict currently without a foreseeable resolution. This geopolitical tension has severely impacted global energy markets. Notably, world oil prices have spiked after Iran halted traffic through the narrow Strait of Hormuz, a crucial waterway through which approximately one-fifth of the world’s oil typically transits from the Persian Gulf to international customers.

According to a Treasury official, who spoke on condition of anonymity due to not being authorized to discuss the matter publicly, the newly issued license intends to incentivize fresh investment in Venezuela’s energy sector. The official indicated that the move is designed to benefit both the U.S. and Venezuela while simultaneously increasing the global oil supply. The move also follows President Donald Trump's earlier statements after the ouster and arrest of Nicolás Maduro in a U.S. military operation in January, where he declared the U.S. would effectively "run" Venezuela and sell its oil.

Conditions and Controversy

While offering targeted relief, the U.S. license does not represent a complete lifting of sanctions. It permits companies that existed prior to January 29, 2025, to purchase Venezuelan oil and engage in transactions that would otherwise be prohibited under American sanctions, effectively reopening a major oil producer to global markets.

However, the authorization includes several critical limitations. Payments for Venezuelan oil cannot go directly to sanctioned Venezuelan entities, including PDVSA itself. Instead, all funds must be directed to a special U.S.-controlled account, ensuring American oversight of the cash flow. Furthermore, transactions involving Russia, Iran, North Korea, Cuba, and certain Chinese entities are explicitly disallowed. Deals related to Venezuelan debt or bonds are also prohibited under the new license.

The decision is anticipated to provide a significant boost to Venezuela’s oil-dependent economy and encourage companies that have been hesitant to invest. It forms part of the Trump administration’s phased plan for Venezuela's recovery. Despite this, critics of the acting Venezuelan government contend that the move unduly rewards Venezuela’s leadership—loyal to Maduro and the ruling party—even as repression, corruption, and human rights abuses reportedly persist. Venezuela's economy continues to face severe challenges, with many public sector workers surviving on approximately $160 per month, and the average private sector employee earning about $237 last year. The annual inflation rate soared to 475% last year, according to Venezuela’s central bank, rendering the cost of basic foodstuffs unaffordable for many.

Venezuela's Oil Legacy and Economic Decline

Venezuela possesses the world’s largest proven oil reserves, which once powered what was considered Latin America’s strongest economy. However, a combination of corruption, mismanagement, and U.S. economic sanctions has led to a drastic decline in oil production. Output steadily fell from 3.5 million barrels per day in 1999, when Hugo Chávez, Maduro's mentor, assumed power, to less than 400,000 barrels per day by 2020.

A year prior to this latest easing, the Treasury Department under the first Trump administration had severely restricted Venezuela's access to world oil markets by sanctioning PDVSA as part of a policy to penalize Maduro's government for what it termed corrupt, anti-democratic, and criminal activities. The current policy shift marks a strategic recalibration in response to pressing global energy demands.
